我是2003年由中美俄英法五国科学家联合研制的尖端科技人。我的诞生的确有点儿太早了。之所以我被地球普通生物人称为尖端人，是因为我的基因密码被全部破译，体内和大脑安插有大量的电脑芯片，并与外界电脑的人类控制电脑网和英特互联网相连。同时体内充斥着纳米技术的尖端产品。至于我的生存原理早在2002年5月份的一系列芯片人报道中见诸于世。
我想要说的是我的神圣使命！今天是2030年，我28岁了，经过全球全民公决，我成为第一任世界总统。我可不是吹嘘自己的能力，我是地球上最智慧的生物电子人。我比超人和蜘蛛侠的使命还要大，就是全球安全、和平与繁荣。
我的成功是全球民主选举的结果，在这次选举中，侯选者来自世界各地，有一部分是各国的主席或总统，有一部分是从小到大用极权培养出来的天才，全球总统的候选人涉及所有职业所有党派所有国家的志愿者。我们认为每个国家推选几个侯选人是每个国家的自由。实行全球公民公决受益最大的是中国和美国。因为中国人口最多，所以胡锦涛可能当选，因为美国影响最大，所以布什和克林顿可能当选，因为安南实质上世界总统，所以他也有可能直接被联合国任命。但全球公民公决是最民主的方式，所以世界总统产生的程序非它莫属。因此我凭借特殊的素质淘汰了上述侯选人，获得了比超人和蜘蛛侠还神圣的地位。我的语言主要是中文，我的语言中枢大部分使用汉语脑细胞，同时安插了汉语和英语主体芯片，因此精通中英两种语言。之所以我没有隐私，原因就在于此。我的思维是透明的。我想我说的东西都形成声音图像显示在无线连接我本人大脑芯片的电脑终端上。
我是江泽民三个代表思想的产生物，因为我代表了全球最广大人民的根本利益，代表了全球最先进的生产力，代表并吸收了全球最先进的文化。美国负责我的婚姻问题，中国负责我的社会关系，法国是我的法律顾问，英国负责我的工作安排，俄罗斯负责我的著作，另外我已申请日本和德国分别作为我的学习顾问和品德顾问。在江泽民三个代表理论指引下，在学术专家许志永论文《论世界政府》的指导下，根据全世界大部分民众建立世界政府或选举世界总统的强烈要求，我刻意完成了一些作品，当然包括这一文章，如果有什么不对的地方，还希望大家对其中的错误观点批评指正。
作为第一任世界总统，我仍坚持负责我社会关系的中国的观点，那就是不干涉任何国家或地区的内政。但国际争端我则负有不可推卸的责任。比如以巴冲突的解决和韩朝矛盾的化解，我认为只能选择爱情而不是仇恨。我在以色列寻找到一个最有才气的小伙儿，在巴勒斯坦挑选了一个最美丽和善良的姑娘，并举行了他们在国际上的重大婚礼。而朝鲜和韩国，也不应当仅仅限于某几个青年恋爱和鲜花调情的水平，结果我成功了。我的影响力空前扩大，这种影响力积聚到一定程度就是为善的力量和和平的力量，而阻碍我实现这一目标的人必然是恶的和支持暴力的势力。
巴勒斯坦制造自杀性恐怖事件的领导人及其追随者全部辞职了，取代他们职位的是非暴力抵抗运动的领导人。我们认为非暴力运动的作用比暴力恐怖更加显著和受人尊重。而已经发生过的恐怖爆炸事件，凡是能够统计上来并记录在册的，都将作为证据作为以色列国申请世界法庭向巴勒斯坦国财政或当地的税收进行经济索赔的依据。两个国家的经济损失和人员伤亡都按照事实原则报告给了我，对于其中人员伤亡的情况，按照死者10000美元和伤者免于计算的原则，进行索赔。不能得到索赔的，转化为欠债国的强制性恐怖活动赔偿税，直到偿清为止。
以色列军方在拆除非法犹太人定居点的过程中，我们说所拆除的是正在建设的试图侵占巴勒斯坦领土的没有经济意义，而只有政治意义的房屋，那些已经建好的房屋不在拆除之列。这些房屋的主人搬到了以色列国国内，而建好的房屋以及内部财产经过以色列和巴勒斯坦两国委托的经济专家进行核算，从而巴勒斯坦居民在返回被占领领土的过程中，可以直接住上富裕的居所，同时支付由两国经济专家联合确定的价值。有一些以色列犹太人不愿意进行流动，那么他们的以色列国籍将被取消，取代的是巴勒斯坦国籍，并接受巴勒斯坦军方管辖下依法纳税和承担土地所有权债务的责任，当然在土地之上建立起来的房屋不在计算债务的内容之中，而这些改变国籍的人其合法权利受巴勒斯坦政府保护。这个时候，巴勒斯坦已经建国，以巴变成了美国下属的联邦州，以色列军方可以协助巴勒斯坦开展本国的反恐工作。
那些在以巴之间已经发生的重复暴力恐怖，每发生一次，赔偿的标准就增加一倍。比如死一个人赔10000美元，再次发生死亡事件就赔20000美元，事实证明这种方法是有效的，这种方法有效遏止了暴力时间的发生。在世界政府专业人士对以巴冲突所有资料统计的基础上，完成欠债必还而不是血债血偿的工作。具体经济核算标准被公开。巴勒斯坦向以色列投降并象战败后的日本那样在经济上迅速发达起来。巴勒斯坦所受到的任何侵害，只要反馈到没有隐私，思维透明的我的身上，那么受侵害的行为便会被阻止，而制造侵害的任何人将接受世界法庭的审判。侵害的地区必须退出，巴勒斯坦所受到的经济损失将得到赔偿。

以巴冲突解决完之后，我在2020年开始地球的货币统一工作，直到今年2030年刚好完成。
我想要说的是，欧盟东扩与美元外交并不排斥。在寻找世界货币的过程中，很多国家试图用自己的银行和造币厂凭空创造价值，这些货币得不到世界甚至本地区人民的承认。而欧元，美元和中国人民币不同。这三种货币自诞生后利益与责任并存，在承担世界义务的同时其发行量有控制有节度，在2020年已经到了由全世界人民投票选择世界货币的时候。而要取得这种货币霸主地位，要求该国银行发行到世界的货币量是接受所有国监控的。其发行程序和发行责任人是公开的。
美元、欧元一开始打的不可开交。最终还是美元占了上风。欧元是欧洲国家联合起来成立的组织所发行的统一货币，但在90亿人投票选择中比美元只差了3429票，从而欧元和其它除美元之外的货币逐渐在10年内退出了市场。
至于美元在本国国内的发行属于内政。我们所担心的这种发行国内货币会过量而侵犯世界利益的情况并不存在，因为过量导致本国国内货币的真实购买力下降，美元的世界信誉受到威胁，一旦其发行量不受控制，或者说是脱离美国国家的总价值而多出凭空创造世界财产的情况，在美国统一世界的过程中，美元会有流向美国本土而其它货币重新生存的可能。为了作到绝对性避免这种情况，美国政府公开了它的财政状况和军费开支。国内的货币发行量每年以固定比例5%递增，从而完全消除了这种非法利益存在的可能。
我在2020年告诉世界上的经济学家：在欧元的发行机构被美国管辖的非国家银行，或美国指导的经营性世界银行接管过程中，由于两种货币总是较量，欧元区的扩张并不会使欧洲利益变得更多，反而在两种货币的较量中，它们各自为了拉选票，争相向第三世界国家投资，美国和欧洲各自损失了很多人情价值。美国指导的经营性世界银行接管欧洲中央银行过程中，欧洲中央银行逐渐变成了一个下属的子公司存在。我们什么也不必担心，美国指导的经营性世界银行会从自身利益出发，最大化欧洲中央银行的利益，在欧元退出过程中实现欧盟各国货币的同时退出，最后实现美元在世界各地的统一。同时，这些国家作为联邦国的地位也得到同时确认，即包括美国在内，只有一个政府，即世界政府，所有国家都成为联邦国而丧失主权。
我在2020年告诉世界上的经济学家：那种认为美国指导的经营性世界银行会贬损伤害下属银行的怀疑是杞人忧天，根本不可能发生作用。那种认为美元会侵犯或非法掠夺联邦国人民的利益，这种怀疑更不可能发生作用。一旦欧洲银行被接管，那么欧元的兑换价值便得到肯定，即它的退出是在市场流通中以市场优胜劣汰的标准慢慢地被美元所代替，退下来的欧元将被当众销毁。一旦欧洲中央银行被接管，那么它便可向世界宣布，它根据市场信息的情况反馈欧元与美元不断变化的兑换汇率，并在一方面以美元兑换给持有欧元的世界公民，一方面把收上来的欧元销毁，同时将等量的从美国国家银行中提取相应的货币（支付美国国家银行制造货币的成本）作为该银行的美元储备。一旦欧洲中央银行被接管，那么欧元的价值便不会在市场竞争中被美元迅速踢出。一旦欧洲中央银行被接管，欧元可能迅速贬值的情况必须加以控制，换句话说，它的兑换在开始时是固定的汇率。该固定汇率由美元与欧元在接管前的一刹那的即时汇率所规定。为了防止大起大落，每隔一周的时间调整一次固定汇率而停止兑换三天的时间。欧元是一种很奇怪的货币，它超脱于组成国的财政之上，而不是象美元那样负有本国的经济责任。美元成为世界货币，这与它的生命与发行地经济责任共存的特征是分不开的。
我在2020年告诉世界上的经济学家：支持将获得最大的利益，而抵制则会造成自身的贬值。我们都是互相帮助和协作的关系，而不是攻击和侮辱的关系。那种认为美元与欧元势不两立的观点极大的破坏了世界贸易自由化的机制。而忍让和适量的无偿付出将缓和我们所认为的无法解决的矛盾，如初期，美元要选择牺牲。
我在2020年告诉世界上的经济学家：欧洲中央银行被美国管辖的非国家银行，或美国指导的经营性世界银行接管过程中，它将直接隶属到该经营性银行的管理层之下。由于隶属关系的确定，美国管辖的非国家银行，或美国指导的经营性世界银行，它的资产总值将大幅上升。倘若银行是上市机构，那么其股价将上升。倘若未能上市，那么银行股东的实际私人财产将迅速增加。因此这些股东的私人财产的数额应向世界公开。一旦发生欧元贬值的情况，那么这些股东中私人财产如股权的价值，因接管而增加的部分要承担欧元持有者的损失。无论上市还是没有上市，股权拥有者中大户如500万美元以上的要登记并公布私人股权状况，他们的股权价值变动部分是欧元持有者可能发生损失的担保。
我在2020年告诉世界上的人们：不要认为美元在世界货币市场上成为主导或全部就认为美国人将从中得到多大的利益。假设真的存在这种利益，假设美国真的于中东各国捞取石油的好处，那么也是他们通过合情，合理，合法之途径实现的。相反，以战争的血腥，恐怖的活动，乃至神圣的文化来搪塞这种进步，他们的利益终不能得到保证，他们抵挡不了美元无所畏惧的气势。
我们人类是不断走向进步的，这种进步的趋势无法抵抗。而且我们可以肯定，在进步到即使世界统一，移民月球的时候，苦难会更大，生存可能会更加艰难。但是如果不试图谋求进步，停留在国家与国家之间各自独立竞争而不能在全球范围内优化资源的水平，那么地球的资源将会被以浪费的方式而不是最节约的方式逐渐消耗，最终将威胁到所有人的利益。从资源的使用上如此，那么环境保护，武器制造，人口发展，企业生存，技术进步等各个领域都将全球化这一目标作为最美好的理想。因此，第一个承认世界政府的国家逐渐兑换完所有的货币后就不在发行本国货币。其中国债发行用于经济建设的，为了避免国债代替原币谋求利益的嫌疑，其发行量将是每年国民生产总值增加的等量值。同时要求世界上所有的亲美国家都执行同样的政策，也同时号召世界上所有的非亲美国家都执行同样的政策，从而为货币一体化铺平所有的道路。
巴勒斯坦和伊拉克等国家由于自身的特殊性，已经在2017年作为与美国州的地位并入美国，而我预计，亲美的国家在2035年并入美国建立的世界政府之下，也就是说还有5年。而非亲美国家将在2040年并入美国建立的世界政府之下。
我在2020年告诉世界上的经济学家：在美国建立世界政府过程中，为了避免联邦国意图发行自己本国的货币来谋求非法的美元价值，因此这些国家的国家货币银行将由美国政府派出的退币监督代表负责监督当地货币从开始承诺退出后是否存在非法发行的情况，而当地政府也将公布至少三个停发该国原币的监督负责人。一个国家无论实行固定汇率还是自由汇率，它本国的总资产用美元标准来计算将有一个估计值，而超过这个估计值所发行的不受监控的原币将会受到最严厉的审查。
在2002年，香港出现了财政赤字。其实财政赤字是一种发展的表现，由于赤字是将财政的投资寄希望于将来，而不是保守和谨慎的投资建设，因此有了更好的经济发展潜力。以香港为代表的小地区小国家也不会例外，它们也在退币的范围之内。世界货币统一的过程非常类似于中国历史上的秦始皇统一度量衡。
最后我在2020年告诉世界上的经济学家：美元是一种优秀的货币，而作为最优秀的货币被全世界公认为向全世界发行，并逼退所有其它货币的过程中，如果出现了丧失信誉的情况，我们就降低它的信誉度，当出现不合情理的行为超过三次，我们就决定用另一种货币取代它，比如欧元或中国的人民币。
我的这些预言在2030年大都实现了。（待续）

如今在人口稀少的国家鼓励移民而不是自我生育，而在人口众多的国家计生政策成为了铁定的规则。老龄化社会使安乐死合法化，儿童的数量控制在能够继往开来的程度。因此，联合国指定了某些专业人员成立了全球性的人口控制网。该网站的宗旨就是为国家与国家之间的移民，儿童抚养，安乐死技术提供有偿性的服务。
需要强调的是，高技术带来人寿命的延长，倘若寿命延长之受益人思维停顿而只能受照顾，那么即使他不愿死亡社会也将强制执行安乐死的法案，老年人的生存不能剥夺儿童的生存。
世界范围内已经剩余很少的森林应得到绝对的保护。因此成立了全球性的森林控制网。该网站接受世界各国森林面积和维护报告。并从世界性的森林维护基金中根据各国的实际保护工作支付报酬。这种报酬是一种按照市场标准建立的报酬，大森林的维护费用要远远高于小森林的维护费用。各国的森林维护工作机构健全，人员明确，职责清楚，有火灾防范措施和反破坏反捕猎措施。全球性森林网站对各国的森林报告进行审核，达到标准后即可发放森林维护资金。由于美元是世界货币，美国政府提供了这种资金并扣除了货币的制造成本部分。全球性森林维护基金在取代世界各国政府从各国财政中扣除部分税收进行维护的同时，基金的使用效率和监督机制也正在不断完善和明确。
青少年的未来即是全球性的未来。对于经济发达地区儿童营养过剩和贫穷地区儿童营养不良的状况采取了全球性的技术措施。方法是由联合国专业人员成立儿童全球网，该网站提供儿童合理营养控制技术，提供贫穷地区儿童营养品贷款，提供儿童疫苗注射技术和相关贷款，提供世界各国防疫技术的贸易渠道。该网站的启动资金是由美国政府提供并扣除了货币的制造成本部分。对于发达地区的儿童其三餐结构的能量换算值给予强制性规定并形成全球性的法律，不能遵守该法律并在各国儿童政策机构调查中或举报中违反此法的家长或父母将给予罚款的处分。发放到贫穷地区的儿童食品贷款有归还的责任和义务，其负债将伴随被抚养人的终生直至偿还。不能偿还的转入儿童所在国的政府债务，政府不能偿还债务的转为美国国家对儿童所在国的经营所有权。儿童疫苗注射工作遵循世界各地医疗市场等价交换的原则。由于疫苗的制造和使用分散，故只能通过世界各国相关管理机构的贸易合作来达到100%杜绝相关疾病的目标。
爱滋病的药物明码标价。联合国专业人士成立了爱滋病全球网。该网站的启动资金由美国政府提供，并扣除了货币的制造成本部分。此网站提供世界各地爱滋病的具体新闻和调查报告。该网站发布世界各地生产爱滋病药物企业的广告并收取广告费用。该网站将要求世界上所有地区的相关机构提供本地的爱滋病分布地图和患病数量，防范措施和负责人名单。对于隐瞒本地患病人名单和渎职的责任人将向世界法庭起诉。
联合国专业人士成立了全球性技术武器监控网。启动资金由美国政府提供，并扣除了货币的制造成本部分。该网站针对世界各国的技术武器的危害结果进行分析和评价；强制世界各国报告地区冲突中使用武器的技术情况；接受世界各地网络战争的报告并向联合国报告网络病毒的来源国或来源地区；针对技术武器的危害提出反对措施并落实。
联合国专业人士成立了全球性核武器控制网和全球性饮用水控制网。启动资金由美国政府提供，并扣除了货币的制造成本部分。这两个网站向世界各国发出核武器调查报告申请和当地饮用水水质调查报告申请。全球性核武器控制网是世界政府的机密网站。各国政府在开始时有权拒绝报告本国的武器情况；有权在报告中使用模糊性的词语以防止国家机密外泄；但报告的所有情况都必须真实并有负责人签名。报告的内容要包括相对的治理措施和长远规划。两个网站在2035年将成为全球性公开的网站，弄虚作假和欺骗的国家将被网站视为核不安全国家和水质信誉不高的国家。两个网站聘请了专业人士进行评论或提出意见，提供核武器销毁方案和水质改造方案。两个网站与世界各国本地的专业网站有明显的超级连接以方便世界各国人民的查询。两个网站有与世界相关银行中改造水质贷款和核武器销毁贷款的相关制度介绍。由于某些武器销毁成本太高，解决方法是未来送上太空。而水质污染的改造与本国环保政策息息相关，因此网站基金的工作人员将根据世界各国的水质污染情况和政府的具体作为进行审核，那些依赖全球财政或全球基金而纵容污染的地区将被排斥在全球财政或全球基金治理或贷款的受惠对象之外。全球性饮用水控制网的工作即是针对世界各地水质治理的工作，由于成本过高，相关的治理政策有待研究。
上面我从1，人口控制；2，森林保护；3，儿童健康维护；4，爱滋病治理；5，普通军事武器监控；6.核武器监控和水质污染治理，六个方面进行了总结和论述。即是全球性专业化网络的工作。我在2028年曾对网络工作人员说：“你们在接受高薪的同时一定要敬业守德，不受贿，并有没有勒索被审核国或被审核地区的相关制度承诺，以及世界政府办公网络专业人员的的职业规范守则和违法举报系统。世界政府办公网络与世界各地专业网络在进行连接时语言障碍的技术难题要予以突破，那些在突破语言障碍方面作出贡献的人其劳动报酬由全球专业基金和地方政府财政各付一半”。我的唠叨不是废话，它关系着地球的命运。

我的基因密码被全部破译之后，这些基因密码被用来指导我生命和健康的每一步！我的生命和健康与电脑网络存在着没有秘密的沟通渠道----就是无线电讯号！在外界的指引下，我可以产生各种各样的感受！比如有专门的芯片安插在大脑性感受区或又叫性感受中枢。如果哪一天我功课做的好或为地球的贡献很大，我可以获得性爱的享受。但是我不是实验品，因为这种技术已经成熟，这类性感受芯片在市场上很走俏！人人可以买，尽管在一开始很多人反对芯片人的问世！
由于大脑有智慧芯片的人本领登峰造极，已经脱离了普通正常人的思维水平。问题在于这种高素质使之不在成为人类的一份子，而有可能成为世界各国争相炒作和利用的对象。纯粹的人类存在悖论，比如耶稣，那么一个博爱和慈祥的人，却被钉死在十字架上！好人不得好报。尽管如此，我自出生开始，接受的就是爱与奉献的教育，并形成我电脑程序中生存的根源。我很担心，有那么一小撮人，试图无偿的榨取我的脑力劳动成果，并展现出对于异类的残忍，比如在美国为我介绍女友时，他们总是反对生物人与芯片人的通婚，试图让所有的芯片人打光棍！他们不是把我们当人类的升级版本，而是当成实验品或商品。有的人邪恶到对我们不留任何善良施舍的地步，换句话说，我们在他们眼里是机器奴隶！对这些人的素质来说，如果不从整体上改变即以善对善而不是以恶对善，那么未来如果有外星人进入地球的话，那么他们恐怕不会留任何的情面，因为地球上的人类其表现已经留下了以恶对善的证据。
很早就听说苏联发现过外星婴儿，那么倘若人类利用了这个婴儿，而又恶毒的对待它甚至逼迫它死亡，一旦该婴儿的外星文明来寻找它，或发现它的死亡是人类的恶毒利用，即是地球人类文明倒霉的征兆。
并不是芯片人的欲望无限，但首先合情合理合法的欲望需要得到满足。如果得不到满足，那么这不是对待异类和平友爱的态度，而是排挤怀疑和防范的态度。如果我代表芯片人对普通生物人进行警告却没有得到答复，那么责任就不在高技术人类，而是在传统生物人类，为了争取权益我们就会对质在法庭上。早在2002年5月份就有报道芯片人结婚的事例，说明美国人并不排斥真正的进步。如果有哪个国家排斥这种进步，就表明他们不正常。
倘若大脑是外星生命的，而身体是人类的，那么大脑的精神生活充斥了地球文明，而身体尤其是性需求却排斥在地球文明之外，这种行为也是邪恶的和不道德的。这个人离开了地球仍可能生存，原因在于它既然在地球上成功进行了大脑移植，就证明他的脑组织可能永不灭亡，甚至是科学家无法解释的现象。美国有部影片叫《急冻杀人魔》，主角就是一个杀不死的人。但是倘若诞生了这类怪物或类似相近的怪物，那么不是欲望情感导致的结果。而是灭绝欲望和感情导致的结果。即使这个人真正可以得到毁灭，或者芯片人一类的其他科技生命被不道德的毁灭，那么这种精神是永不灭亡的。一旦这种精神散布到宇宙中去，那么宇宙中的异类会对这种精神或做法进行反馈。换句话说：人类对科技文明或外星先进文明的反对或损毁将导致科技文明或外星先进文明对人类的反对或损毁。即使目前没有任何的征兆，那么在时间上将体现这一点，人类无法阻止进步，为了生存无法阻止科技的进步。难以预测未来会发生任何的变故。为了预防这种变故，便要作出维护和拥戴科技文明或外星先进文明的努力。这就是以心换心，以爱换爱！因为芯片人的芯片在芯片人死后仍能移植，芯片人的素质极为重要，我们的精神和思想经过电脑储存在保护下可以得到永生！
科技文明或外星先进文明与人类传统文明有一个信任判断的问题。一种是绝对信任，它的原理是自大脑至身体的绝对控制，譬如我！一种是部分信任，它的原理是科学家和心理分析专家尚未破解的领域！譬如在市场上随意购买芯片并自主安装在体内的芯片人！显然我是最先进的人类！
克隆人是无法阻止的，所要做的是克隆出优秀的代表先进文化和丰富情感的后代。而要做到这一点，绝不能任由各国自由克隆，而是将世界上的所有克隆专家形成有控制的系统。具体办法是：由联合国相关工作人员指定机构负责全人类的克隆技术发展计划。该组织将指定世界上五个克隆室如安理会的五个大国所拥有的克隆技术组织负责五个国家人种的克隆实验。同时五个国家向世界股市发行克隆公司股票。这五种股票是联合国克隆控制机构管辖下的互相竞争的五个子公司所发行。联合国克隆控制机构负责对五个子公司的经营情况进行巡查和检测。主要工作是：1、将五个子公司中最先进的技术申请世界专利并将技术原理公开。2、将五个子公司中最先进的技术但该技术尚达不到专利标准而只是较好的经验进行通报，同时支付一定的报酬给提供较好经验的公司。报酬由其余四个子公司分摊。3、对克隆技术的经济规模进行控制，如一次只能控制20个。4、其他笔者考虑不到的内容，如建议克隆已经破译遗传密码的人种。
